Actually a small solid chunk of steel dropped in water usually sinks; seawater does not secretly grab the ship. What matters is not the material but how much water it displaces. Though a ship's shell is steel, inside it has big empty spaces, like a giant hollow basin overall.

The deeper the thing sinks, the more water it usually displaces, and the bigger the buoyancy. A ship sinks to a certain depth and displaces a big block of water. As long as the weight of the displaced water equals the ship's weight, the buoyancy exactly holds it, and the ship floats at that height. A ship's steel is heavy, but the hull is made wide and hollow, packed with air, so averaging steel plus air, the whole ship's density is less than water. It need not always float on top; as long as it displaces enough heavy water, it floats. If it loads more cargo, it sinks a bit and displaces more water; if it loads too much past the safety line, it may take in water, lose balance, even sink. So a load line is painted on the hull to remind: do not be too greedy!
