The rubber molecules in a band are like many curly, tangled little noodles. Usually they can curl and wind freely and feel at ease. Pulling the band straightens these noodles and lines them up more neatly, leaving less room to wander. The molecule chains prefer to return to the loose, curly state with more choices, so they make a restoring force pulling the band back. The more you pull, the more chains are straightened, and the force wanting to shrink back usually grows; so your hand feels tighter and tighter. The force you pull in is also temporarily stored as elastic potential energy.
