The droplets in a cloud are very small, often only a few to tens of microns. They are so tiny that they fall extremely slowly, like little dust specks floating in air. At the same time, clouds usually form where there are updrafts. Warm air rises, carries moisture, cools, and the vapor condenses into tiny droplets. The updraft holds these droplets up, cancelling part of their falling. So a cloud is not free from gravity. Its droplets just fall very slowly and are held by the air, so it looks like it is floating.
