Starlight leaves a distant star and passes through Earth's atmosphere before reaching our eyes. The atmosphere is not perfectly still and uniform: air at different heights has different temperature, density, and flow speed, forming ever-moving blobs of air like little bubbles. Light passing through air of different densities bends slightly, and its direction and brightness keep changing. Since a star looks like just a tiny point of light, these changes make it seem to twinkle; this is called stellar scintillation. Closer to the horizon, starlight passes through thicker atmosphere and more disturbance, so stars often twinkle more clearly. Mountain observatories and space telescopes try to avoid or reduce atmospheric effects.

If you see a bright point moving slowly and steadily, it may be a plane or satellite; stars are relatively fixed, only their brightness jitters. Planets are also often steadier than stars because they look like a small disk, not just a point.
